Over the last decade, a large number of public services in India have moved from paper counters to online portals. Citizens can now apply for certificates, pay utility bills, register complaints and track the status of applications without visiting an office. This shift has reduced travel, saved time and made many processes more transparent, because each application carries a reference number and a record of who acted on it and when. At the same time, digital delivery brings its own responsibilities. A service that works only on a fast connection and a new phone will leave out many of the people it is meant to serve. Forms should therefore be simple, available in local languages and usable on basic devices. Help desks at common service centres remain important for those who cannot complete the process on their own. Data protection is another concern. Departments that collect personal information must store it securely, use it only for the stated purpose and delete it when it is no longer required. Officers handling such data need regular training, and systems should be audited by independent agencies. Finally, digital services must be backed by people who can take decisions. An online application that waits for weeks without action is no better than a file lying on a desk. The real measure of success is not the number of portals launched, but the number of citizens who receive what they asked for, on time and without having to request a favour.

How exam typing tests are scored

Most recruitment typing tests measure net speed: your gross speed (characters typed divided by five, per minute) minus a penalty for every word you got wrong. Some, such as data entry tests, count key depressions per hour instead, and transcription tests for stenographers count full and half mistakes as a percentage of the passage. Each exam page uses that exam's own measure in its result card.
