Under the law relating to the right to information, every public authority is required to designate officers who shall receive requests from citizens and provide the information sought, subject to the exemptions recognised by the statute. A request may be made in writing or through electronic means, and the applicant is not required to give any reason for seeking the information. The officer concerned shall dispose of the request within the period prescribed, either by furnishing the information on payment of the applicable fee or by rejecting it for reasons to be recorded in writing. Where the information sought concerns the life or liberty of a person, the period for response is considerably shorter. If the request pertains to a subject matter more closely connected with another public authority, it shall be transferred to that authority and the applicant shall be informed of such transfer without delay. An order of rejection must state the provision under which the request has been declined, the period within which an appeal may be preferred and the particulars of the appellate authority. Failure to respond within the stipulated time may be treated as a deemed refusal, entitling the applicant to approach the first appellate authority. The appellate authority, after giving the parties an opportunity of being heard, may direct disclosure, uphold the refusal or pass such other order as it considers appropriate. Officers are therefore expected to maintain proper records of every request received, the action taken thereon and the date of communication to the applicant. Delay in the disposal of civil suits is frequently attributed to the routine grant of adjournments. The procedural law permits the court to adjourn the hearing of a suit from time to time if sufficient cause is shown, but it also places limits on how often this may be done. Ordinarily, not more than three adjournments are to be granted to a party during the hearing of a suit, and the court is required to record its reasons whenever an adjournment is allowed. The High Court of Madhya Pradesh at Jabalpur, with benches at Indore and Gwalior, recruits ministerial staff for itself and for district courts in the state. Typing is tested on a computer, and because Madhya Pradesh standardised on Unicode Hindi through CPCT, candidates usually type Hindi on InScript or Remington Gail rather than Kruti Dev. If you already hold a CPCT scorecard, your practice carries straight over to the High Court test.

Link with CPCT

Many Madhya Pradesh government departments ask for a CPCT score, and some court advertisements also refer to it. Whether or not your post requires CPCT, the skills are the same: Unicode Hindi on InScript or Remington Gail, steady English typing, and accuracy under time pressure.

Speeds around 25 WPM in Hindi and 30 WPM in English are often mentioned for assistant posts, while stenographer posts have their own shorthand and transcription tests.

Court and office Hindi

MP court orders mix legal Hindi with standard administrative words: प्रकरण, आवेदक, अनावेदक, सुनवाई, अभिलेख and प्रस्तुत. These words have frequent half letters, which is where InScript users need the halant key and Remington users need their half-letter keys. Short daily drills on such words raise speed quickly.

Recommended routine

  • Warm up with a 2-minute Hindi test on your layout.
  • Do one 10-minute legal passage in Hindi and one in English.
  • Review the error list and practise the five words you missed most.

Tips to pass the MP HC typing test

  • If you already practise for CPCT, keep the same layout for the High Court test.
  • Learn the halant key (d) in InScript well; court Hindi is full of conjuncts.
  • Practise typing numbers for case and file references.
  • Do not switch between InScript and Remington in the last month.
  • Sit upright and keep your wrists relaxed for the full test.
